A possible mechanism for the increase in tropospheric instability following the arrival at the earth of solar corpuscular streams is considered in which the cold film (with an average thickness of 0.3-0.5 cm) of the oceans plays an important role. This mechanism involves the amplification of thermal effects (with a characteristic time of approximately 10,000 sec) applied to the ocean surface. The main (input) element of such an 'amplifier' is the cold film, while thermal fluctuations of the three-meter water layer serve as the energy source. An increase in tropospheric instability after the earth's entry into a solar corpuscular stream is shown to be connnected with changes in the cold film.
