The interaction of shock waves with turbulence in the hot phase of the interstellar medium is investigated because of its relevance to the theory of galactic cosmic-ray propagation. It is demonstrated that random deflections of shock fronts propagated through the turbulent interstellar medium can produce the strong electro-density fluctuations on scales of l greater than or approximately equal to 10 to the 13 cm inferred from pulsar radio scintillations. The development of turbulence in the hot-phase interstellar medium is examined.
