During the formation of clusters and other large scale structure the (re-ionized) plasma was undoubtedly highly turbulent. I will discuss our theoretical understanding of this turbulence. The small-scale plasma turbulence enhances the effective collisionality of the plasma and thereby the transport properties. This, in turn, enables for highly turbulent large-scale dynamics. Dynamo amplification of seed magnetic fields by this turbulence is extremely rapid - on times scales of 108 years. The implications of these results for structure formation will be discussed -- briefly.
