The puzzle posed by the lack of measurable clustering among the Ly-alpha absorption systems along the lines of sight to quasars is removed if the structure in the universe has evolved according to a nondissipative pancake scenario (proposed elsewhere by fitting simulations to the Local Supercluster). This scenario suggests that galaxies formed first from small-scale perturbations and that superclusters have collapsed only recently, anisotropically and nondissipatively, from adiabatic perturbations. The calculated two-point correlation of galaxies resembles the observed one and is consistent with the limits on that of the Ly-alpha clouds at z greater than 1.7. The evolution of Xi(r) near an rc of approximately 5 Mpc/h is driven by the large-scale collapse to a pancake rather than by local clustering and is therefore non-self-similar. Tests will be provided by studies of the clustering of C IV lines in quasars and of the quasars themselves, and by the Space Telescope. The possibility that the Ly-alpha clouds are actually associated with protogalaxies may be considered.
