Fully degenerate neutrino models appear to be in conflict with observations and therefore cannot account for most of the mass missing in galaxies and clusters. Attention is given to the possibility that galactic halos are dominated by freely streaming neutrinos in elongated orbits. The central concentration of the neutrino mass density may affect the distribution of globular clusters within 2 kpc of the center of the galaxy.
