Off-nuclear spectroscopic observations and photographic photometry are used to show that the non-thermal optical component of Cygnus A is situated in a large, normal-spectrum cD galaxy. The extent of the cD envelope is at least 70 kpc in radius. IDS spectra were also obtained for six nearby E/S0 galaxies. Four appear to be velocity members of the relatively poor cluster around Cygnus A. Their mean radial velocity is very close to that of the central radio galaxy. The group has a large (albeit uncertain) line- of- sight velocity dispersion, σV 2000 km s-1 - This large dispersion is consistent with the large mass suggested for Cygnus A by Schreier (1979) based on the observed X-ray source structure. The reddening towards the three best-observed elliptical galaxies in the group averages E(B- V) = 0.36 mag.
