A comparison between the observed UV spectra and detailed consistent
calculations of the Cygnus Loop (CL) is presented. It is shown that the
spectra can be explained by assuming that the CL moves into a fully
ionized gas. The forbidden O III/H-beta ratio is shown to be an
indicator of the fraction of He(2+) in the gas entering the shock.
