Lab experiments and computer simulations by electronic engineers and plasma physicists such as Anthony Peratt and others seem to show a new model of the Universe, in which the electric force is predominant over gravitational force, so that a lot of astronomical phenomena need be reinterpreted. Non-neutrality of cosmic plasmas and its consequence in cosmic dynamics in general is discussed, especially in the light of prominent basic research carried out by Nobel prize Hannes Alfvén and Kristian Birkeland. The "electric universe theory" is amply examined in a detached way.
