A correlation between parameters of U-shaped spectra of integrated flux densities of type IV solar radio bursts and associated proton energy spectra is found. The correlation is based on a theoretical explanation for the mechanism of the U-shaped spectrum for type IV solar radio bursts and a statistical analysis for relevant published data of terrestrial radio and space observations in the solar cycle 20. An effective operational program for forecasting the characteristics of the proton energy spectra by means of real time parameters on the spectral part of type IV bursts is presented.
