We present new BVR integrated magnitudes and color indices for 41 globular clusters and cluster candidates in the outer halo of M31, obtained by charge coupled devices (CCD) imaging at the Kitt Peak National Observatory (KPNO) 0.9 m telescope. This material is combined with our previous CCD photometry for 75 cluster candidates (1992) and with other data from the literature to construct a combined sample of globular clusters in the halo of M31 which has an unprecedented level of completeness, accuracy, and freedom from contamination. The cluster luminosity distribution is presented and compared with the globular cluster luminosity function (GCLF) of the Milky Way. We also use the cluster color indices and spectra for 64 clusters to derive a metallicity distribution for the M31 halo. In accord with previous authors, we find that the cluster-to-cluster range in metallicity is nearly identical to that in the Milky Way cluster system, but that M31 has relatively more clusters at the high-metallicity end even at large distances in the halo.
