Subarcsecond mid-infrared and radio images and spectra are revealing the earliest stages of super star cluster formation: optically obscured giant compact HII regions, or supernebulae. The Lyman continuum rates are high, 1052-1053 /s, and concentrated into regions only a few parsecs across. The numbers of O stars needed to power the nebulae range from 103-104; for a Salpeter IMF the total numbers of stars in these clusters could be in the millions. The linewidths and implied masses of the clusters suggest that the supernebulae may be gravitationally bound.
