As a result of the workshop, an Instrument Development Team is being developed and a Letter of Intent (LoI) has been submitted to the nascent Spallation Neutron Source at Oak Ridge National Laboratory. Because the LoI summarizes much of the science discussed at the workshop, it follows this brief summary in lieu of a typical, longer summary.
