Generation of quasistatic magnetic fields in electron plasma in the field of strong electromagnetic wave radiation is considered. A sufficiently large pump wave amplitude is required for the creation of electron relativistic motion. When the condition of parametric resonance is fulfilled, i.e., the pump wave frequency is close to plasma frequency, growth rates of instabilities are calculated, and the maximum value of the generated magnetic field is estimated. The mechanism of the appearance of wisps in the Crab Nebula, and observed features of wisps are explained.
