A possible explanation is suggested for the open universe generally believed to exist in terms of the transition from quantum to classical gravitational behavior near the initial cosmic singularity. It is proposed that inhomogeneities in the universe in the form of density enhancements may become dynamically separated from the rest of the universe during the transition from quantum to classical gravitational eras near the Planck time, 10 to the -43rd sec. Such disjoint regions would then account for a small difference between the cosmic density ratio at the Planck time and that required to close the universe which would lead to a noticeably open universe at the present time.
