A new plasma model of the ionosphere which includes negative ionic species is used to study the whistler as a diagnostic technique for the ionosphere. It is shown that negative ions do have an appreciable effect on the group travel time for whistlers observed at midlatitude as well as at the equator. The variation of travel time with the ratio of negative ion concentration to positive ion concentration is graphically shown. It is demonstrated that whistlers at midlatitude as well as at the equator can be employed to calculate the cyclotron frequency and the relative concentration of ions in the ionosphere.
