We use an array of cosmological dark matter simulations to analyze the clustering of halos large enough to host stars and galaxies during the reionizing era. The clustering properties of these objects helps provide a basis to use impending observations of extremely high redshift galaxies as a probe of cosmology and the physics of galaxy formation. We resolve down to the ``mini-halo'' mass scale at redshifts as high as 30, encompassing the likely range of halos that can host luminous reionizing sources. Results are compared with analytical expectations, and implications for reionization and high redshift star formation are discussed.
