Hale obtained the funding for his 200-inch telescope at a time when the sciences in America were trying to develop a National Research Fund through the National Academy of Sciences. His successes, and the failure of the Fund, created tensions, especially among prominent East Coast astronomers who themselves had been courting the Rockefeller International Education Board to support the development of southern hemisphere sites. This paper will explore facets of the controversy that will illuminate how Hale's plan was regarded by other astronomers, and how the dispute was finally settled by Henry Norris Russell.
