Constraining the evolution models of elliptical galaxies back to their formation epoch relies upon observation of galaxy samples at cosmological redshifts. To date, the best sample available has been that of the powerful 3CR radio galaxies. Our recent HST images of the host galaxies of these sources reveal their optical morphologies to be strongly influenced by their radio activity and, in particular, there is clear evidence that the optical structures evolve as radio source size increases. This complicates their use as probes of galaxy evolution. To study unbiased stellar populations at high redshift, it is essential to observe distant galaxies which are not affected by extreme radio activity. For the first time, this is now possible using a complete sample of 6C galaxies, which are almost an order of magnitude lower in radio luminosity than the 3CR sources. The proposed observations of these galaxies will show the degree to which they display the same structures as those at higher radio luminosity; this will quantify the importance of the radio beam power, and is a crucial discriminant between models of the aligned structures of distant radio galaxies. If the 6C galaxies are not strongly influenced by the weaker radio jets then they will provide the first sample of `ordinary' giant elliptical galaxies at high redshifts, and can be used to constrain the evolution models at early epochs. Determining the ages of their stellar populations will place limits on the age of the Universe, and on the choice of cosmological model.
