The Wide Field Camera 3 (WFC3) was developed to ensure that HST offers a high capability imager beyond SM4 and to significantly extend HST's performance in the near UV and near IR. This paper describes the eleven-year development history, major design decisions, and technology development items of WFC3, including a discussion of the consequences of schedule changes to the HST program. The decisions behind the re-use of WF/PC-1 hardware, the multiple ACS heritage elements, and our efforts to develop improved detectors and filters are considered. We also discuss the unique teaming, management and oversight arrangements adopted by WFC3.
