Wave and particle data observed simultaneously by GEOS 1 during a class-IV event as well as the results of other plasma diagnostic experiments were used to construct a realistic model of the plasma distribution with cold, warm, and hot components and to calculate linear instabilities. It is shown that the relatively large resonant perpendicular velocities in the loss cone distribution generate instabilities at small perpendicular wave numbers preferentially in the upper hybrid band. The calculations reproduce the previously observed spectral characteristics over a range of cold plasma densities. It was also shown that the warm plasma introduces new regions of small group velocities which result in fine structure in the wave spectrum.
