The excitation of oblique waves in a relativistic electron-positron
plasma with a highly anisotropic particle distribution function is
analyzed. A quasilinear equation is derived. The results are used to
explain the different polarizations of the main pulse and the precursor
pulse of PSR-0.531 + 21(NP 0532).
