The external wave field generated by weakly-nonspherical collapse of a charged star are analyzed. Proceeding from the system of Einstein-Maxwell equations linearized about the Nordstrem-Reissner solution, four independent second-order equations are obtained which describe the behavior of arbitrary multipoler disturbances. Boundary conditions at the surface of the star near the horizon are obtained in asymptotic form for waves emitted at various charges, and the general properties of monochromatic-wave scatter are described. The asymptotic properties of emission 'tails' are described in terms of a certain integral, and the integral is used (in combination with some results obtained for the monochromatic waves) to establish the attenuation laws of the emission tails.
