The wave equation governing the gravitational perturbations of a Schwarzschild black hole has been transformed from its standard form to a Klein-Gordon-type wave equation. The present formulation shows that incoming waves below a critical frequency are completely reflected while those above it are transmitted. It is predicted that the neighborhood around which the metric is locally unstable will behave as a wave emitter.
