The results of modeling the TKS Vega measurements of the H2O 1.38 micron band and the OH 309 nm band of Comet Halley on March 9, 1986 are reported. Water vapor was ejected from the comet in a cone of 50 + or - 10 deg in the sunward direction with a total production rate of 1.6 + or - 0.2 x 10 to the 30th/s and a mean temperature of 50 + or - 25 K. This ejection geometry was observed up to 2000 km. About a quarter of the total water vapor is formed by water dimer, assuming a thermochemical equilibrium at 250 K. The measured Haser lifetimes of OH and its parent, 10 to the 5th s and 6 x 10 to the 4th s at 0.834 AU, respectively, results in real lifetimes of 1.2 x 10 to the 5th and 0.9 x 10 to the 5th at 1 AU. The water vapor cross section of Lyman-alpha equals 8 x 120 to the -18th sq cm at 50 K.
