Voyager 1 crossed the heliospheric Termination Shock (TS) on December 16, 2004 at 94AU and entered the region of the heliosheath, where it has remained for more than 1.2 years. The Termination Shock Crossing (TSX) took place at a time when the long term cosmic ray recovery at 1AU was mid-way between its solar minimum and solar maximum level and some 30 days after the passage of large, extended interplanetary transients initiated by the intense solar activity of October/November 2005. The intensity level of both GCRs and ACRs was at a lower level than expected but it started to recover immediately after the IP transient and this recovery has continued over the ensuing 1.2 years. There is a close correspondence between the rate of recovery of ACRs (for 20-56 MeV H and 10-56 MeV/n He) and GCRs. Furthermore, the recovery of GCRs at the Voyagers over this period is closely related to the ongoing recovery at 1 AU. The GCR and ACR increase after the passage of the IP disturbances would appear to be predominantly temporal and not spatial. Other factors, such as movement of the TS or preferential acceleration in other regions of the TS may also be important.
