It is shown that the development of vorticity in the wake of interstellar shocks provides a viable mechanism for the establishment of angular momentum in the interstellar medium (ISM). A plausible upper limit to the vorticity is estimated as a function of shock strength, geometry, and speed. Observations of rotating interstellar clouds and of stellar rotation in open clusters compare favorably with model predictions.
