Whistler mode radiation from pulsars in the interstellar medium is considered. An oblique magnetic rotator is used as a possible source of emission. Formulas are derived for the total power of whistler mode emission from magnetic dipoles and quadrupoles. Special attention is given to the dependence of the radiated power upon frequency. This concept is used for the explanation of the relation, established between the period and its first and second time derivations for Crab pulsar PSRO 532.
