To improve physical understanding of active galactic nuclei a campaign to obtain VLBI and X-ray observations of complete samples, selected by flat radio spectrum was instigated. The sample from the 5 GHz 1-Jy catalog in the declination range +10 to +70 deg is discussed. The inverse Compton predictions for the expected X-ray flux densities are derived; excess over observed flux density is usually interpreted as evidence for bulk relativistic motion. However, in this sample, the most extreme source, 0923+39 = 4C39.25, is well observed and usually taken as a standard for nonrelativistic sources. This points to serious problems in understanding relativistic sources. It is shown how the ROSAT all-sky survey combined with mm-VLBI will bring major progress in understanding of the physics of active galactic nuclei.
