The characteristic peculiarities of the population of very high-velocity clouds, especially the rather sharp segregation of the clouds in space and in velocity, are used to define as unambiguous as possible a sample of such objects. The sample's properties and the results of mapping observations concerning the 21-cm line of several individual objects are used to test a chosen working hypothesis that the very high-velocity clouds form a population of isolated intergalactic clouds, distributed like the galaxies in the Local Group. It is seen that the clouds do not favor the central regions of the Local Group. The intergalactic hypothesis for the very high-velocity clouds is found to be untenable. These clouds appear to be shreds of Magellanic material.
