Results of a statistical analysis of experimental data on the high-energy particle flux in the inner radiation belt, obtained by the Meteor 3 satellite over the period from June 16 to July 16, 1990, are reported. A statistical model of the high-energy particle flux is developed, and anomalous local variations of the flux (148 events) are identified. A map of anomalous variation locations is presented. Possible mechanisms of the observed events are discussed.
