Periodic fluctuations with time of visible polarization of Comet Halley were found. Higher polarization occurs simultaneously in the Lyman-alpha flash events reported by Suisei. By using the grain model, which can give a good agreement with the observed phase angle dependence of polarization, it is shown that in the coma within 10,000 km from the nucleus, an increase of total amount of grains by a factor of 1.5, plus enhancement of smaller grains with radii less than 0.1 micron by 1 order of magnitude in number, compared with those in a quiet time, explain the simultaneous appearance of higher polarization and brighter scattered light observed in Comet Halley during the dust outbursts.
