Observations by Ulysses showed a relatively homogeneous, slowly evolving population of magnetic fluctuations over the heliocentric distance range of 1.5 to 4 AU, associated with the high speed solar wind originating in the southern solar polar coronal hole. While similar to populations previously identified near the ecliptic plane, these fluctuations, when taken as a whole, are both quantitatively and qualitatively different, due to the relative absence of stream-stream interaction effects at high heliolatitudes.There are several ways that these fluctuations can be described. Here we present results which discuss the high latitude fluctuations in terms of the radial dependence of the variances of the components of the magnetic field on different timescales; the nonlinear radial evolution of fluctuations is described using structure functions; finally, the anisotropy of small-scale fluctuations is discussed.
