We develop an ultraviolet classification system for O and B stars having the low galactic metal abundance of the Small Magellanic Cloud (SMC). This classification system consists of spectral sequences of low resolution International Ultraviolet Explorer data. The spectral sequences comprise a two dimensional grid showing consistent patterns of ultraviolet spectral features. The ultraviolet spectral classifications for 133 O and B stars in the SMC have been assigned as part of this study and are presented here. We include representative spectra and indicate those spectral features which are prominent indicators of spectral type and luminosity class.
