We present new GALEX and Spitzer Imaging, and IRS spectroscopy of a small sample of collision ring galaxies, including the Cartwheel ring galaxy. When combined with X-ray and optical imaging, where available, we will explore 1) The nature and excitation of the ULX /HLX sources in the Cartwheel ring, 2) the mid-IR dust properties of regions of powerful star formation in the rings and spokes, and 3) the dependence of PAH emission line strength on the metallicity and UV properties of the massive star formation regions. Outer ring metallicities are known to span the range from 1/2 to 1/5 solar, and this is an interesting range to explore PAH emission band strengths using the Spitzer IRS.
