Guidelines of the new German Space Programme which was approved by the German government in May 2001 are "benefit for men on earth" and "best science". As so-called core programmes are included: (1) Earth Observation, (2) Space Science and (3) Research under Space Conditions ("Microgravity Research"). The utilization of sounding rockets and/or balloons is an important element of these three programmes. The German Aerospace Center DLR manages all sounding rocket activities and promotes scientific experiments, preparatory experiments for the International Space Station, and validation programmes (ENVISAT). Balloon activities for lower atmosphere research being funded by other resources than DLR are mostly an integral part of bi- or multinational cooperation.
