The global/seasonal density irregularity distributions obtained by the ROCSAT measurements at the 600-km altitude has been used to derive the global/seasonal scintillation occurrence maps using the thin-phase screen method. Because the scintillation occurrence is related to the amplitude of density fluctuation, the global distribution of weak scintillations (S4 < 0.3) is almost identical to that of the density irregularity distribution that peaks around the dip equator, but shifts to the EIA region as the scintillation level increases (0.3< S4<0.6). In addition, the distribution of outer-scale in the density irregularity structure was also obtained for the cases of weak scintillation. The outer scale distribution peaks around 25 km and decreases exponentially toward the larger scale in the equatorial region, but the peak shifts to 25 to 50 km in the low latitude region to indicate a change in the characteristics of turbulence between the two regions. The methodology of computing the global/seasonal scintillation distribution maps and the outer scales will be given in detail.
