The majority of cosmic-ray produced Extended Air Showers (EAS) observed by the High Resolution Fly's Eye Detector (HiRes) will be measured from much greater distances than the EASs observed by the original Fly's Eye Detector. The measurement of the light intensity (from which the cosmic-ray energy is derived) will need to have a much larger correction for atmospheric attenuation than the original Fly's Eye Detector. From measurements of the upper limit of the increased fluctuation of laser light that has traveled 5 km from scattering to detection versus light that has traveled less than 1 km, it is estimated that observations of EASs 40 km distant can on clear nights have less than 5 uncertainty in fluorescence intensity as compared to the measurements of the relatively nearby original Fly's Eye measurements.
