Precision measurements of the anisotropy of the Cosmic Microwave Background (CMB) on angular scales from a fraction of a degree to many degrees will permit accurate determination of many fundamental cosmological parameters. Improvements in detector technology and the longer observing times available with Long Duration Ballooning (LDB) and Ultra Long Duration Ballooning (ULDB) should allow significant improvements in the ability of balloon-borne instrumentation to make precise measurements of the spatial anisotropy of the CMB, in some cases, competing favorably with results anticipated from planned satellites. Here I discuss concepts for such a ULDB payload and the observations it might provide.
