Uhuru observations of the galactic plane in 1970, 1971, and 1972 are analyzed. The great majority of the galactic X-ray sources are not 'transient'. Some of the so-called transient sources persist for long periods of time at an intensity of a few percent of their peak values. The data suggest that the transient sources may be quite similar to the other galactic sources with outbursts caused by changes in the accretion rate.
