Results are presented for a UBV photometric study of about 200 stars in the faint populous anticenter cluster Be21. Color-magnitude and two-color diagrams for two concentric rings centered on star 401 are analyzed. The cluster stars are found to exhibit a large UV excess, a (B-V) color excess of about 1.0 mag is determined, and a distance of 10 to 15 kpc from the sun or 20 to 25 kpc from the galactic center is derived. The color-magnitude diagram of Be21 is shown to be morphologically quite similar to those of Magellanic Cloud clusters and remarkably dissimilar from those of Milky Way clusters. It is concluded that Be21 is a highly reddened young metal-poor open cluster located in the periphery of the galactic disk and that the nature of Be21 is significant because the cluster may provide important evidence in favor of the ideas that abundance gradients exist across the galactic disk and that the periphery of the Galaxy is just now condensing.
