It is shown that the energy spectra and radial profiles of proton fluxes of the outer radiation belt have a two-peak structure. The high-energy spectral peak corresponds to a peak in the spectra of plasma-sheet protons and obeys the adiabatic law Emax(L)/B0(L) = const, while the low-energy peak is formed directly in the radiation belt under the effect of loss mechanisms. Predictions are made for ions with Z not less than 2.
