A general approach is used to explain the turbulization of incompressible free shear fluid flows. The determination of a universal criterion for the dynamic instability in a rotating fluid and the nature and nonlinear effects during the evolution of vertical perturbations in free shear flows are discussed. An attempt at understanding the physical causes of turbulization of such flows is made. The theory of turbulization can be applied to accretion disks, galactic disks, planetary rings and protostellar nebulae.
