Two-dimensional turbulence combining Jeans waves with vortical motion is investigated for the case of self-gravitating gaseous disk. Spectra of pure Jeans turbulence in the inertial interval are obtained which correspond to a constant energy flux. Statistical-equilibrium turbulence spectra are derived and analyzed in the general case, where both Jeans waves and vortices are excited.
