The physical principles of transition radiation which is generated by the steady motion of a charged particle, and takes place in the transition to a medium with different dielectric properties are outlined. The influence of this mechanism on the formation of the background radiation spectrum and the spectrum of T Tauri type stars in the ultraviolet and extreme ultraviolet is studied.
