With proper design, the SKA will reveal the transient radio sky with unprecedented detail. Based on known sources, radio objects will certainly show variations and bursts on time scales ranging from microseconds to years. However, compared to surveys at high energies, the radio transient sky is very poorly known. It is almost certain that new classes of sources will be discovered. I will discuss the kinds of signals expected, taking into account the differences between coherent and incoherent signals and intrinsic versus extrinsic causes of variability. Transient sources are expected on all scales, ranging from solar system to Galactic to cosmological. The SKA can also reveal some Galactic source populations for the first time and, in other cases, with astonishing new detail. Thermal radiation from stars, hitherto an impossibility at centimeter wavelengths, will finally be possible. I will highlight neutron star populations and the prospects for conducting a complete census of radio pulsars and radio counterparts to magnetars, microquasars and other compact objects. With the large yield of pulsars across the entire Milky Way, tomography of the ionized interstellar medium will outline the spiral arms of the Galaxy, and the magnetic field and electron density and their fluctuations. The star formation history over the last ~ 100 Myr can also be constrained. I discuss the technical requirements on the SKA in order that transient sources and Galactic censuses may be conducted.
