The transient source candidate list is presented for observations from the NRAO Green Bank 45' telescope. The observations of the entire sky north of 62 degrees declination are made simultaneously with cooled dual circularly polarized feeds at both 8.35 and 14.35 GHz bands. The results of the summer 1996 surveys are presented. During summer 1996, the region north of 62 degrees declination was observed four times. Numerous candidate transient sources were rejected by the requirement that the source be visible with approximately equal strength at both polarizations of each band, and that the source be visible at both 8.35 and 14.35 GHz simultaneously. The detected sources, which pass these criteria, are mostly known radio sources, which appear in each of the surveys, and also a few transient candidates. These transient sources are not believed to be due to weather or local interference, and possible explanations for these sources include: satellites, planes, birds or actual astronomical objects. These observations place strong limits on the rate of bright transient radio sources at these frequencies. Images of the sky, source lists and transient source spectral indices are presented. The 45' antenna and electronics are designed for use as a tracking station for Orbiting Very Long Baseline Interferometry (OVLBI) satellites. The OVLBI project is funded by NASA.
