Intercosmos-19 and Alouette-2 topside sounding ionograms are analyzed. A
number of ionogram features are interpreted as the direct observation of
the transformation of ordinary waves into waves of extraordinary
polarization during scattering by natural small-scale electron-density
irregularites above the F-layer maximum.
