The RESOLVE Survey is a volume-limited mass census of ~1500 galaxies and larger structures in ~53,000 cubic Mpc of the nearby cosmic web, combining (i) dynamical masses from galaxy velocity fields and cluster dispersions and (ii) gas and stellar masses from auxiliary photometric and radio data, most notably the blind 21 cm ALFALFA Survey. Upon completion, RESOLVE will be the first survey to directly determine the fundamental distribution of galaxy internal velocities (the ``velocity function'' or VF) for the full galaxy population. Spanning environments from clusters to voids and reaching down to baryonic masses ~10^9 M_sun, RESOLVE will probe the VF across the ``bimodality'' and ``threshold'' mass scales where imprints of quenching and/or extreme-gas richness may appear, dependent on halo clustering. More generally, RESOLVE will provide the first high spectral and spatial resolution spectroscopic database with the broad utility to complement major photometric surveys. To enable completeness analysis and statistical comparison of mass components in the dwarf regime, we request 5 nights of SOAR gray/dark time to supplement UNC's guaranteed SOAR allocation for 2011A, which will allow completion of all dynamical observations in a key survey subregion where ALFALFA 21 cm coverage is already complete.
