The effect of light velocity dispersion caused by quantum fluctuations at the Planck scale is discussed. We suppose that the effect could be observable at cosmological distances. The time delay of photons from a cosmological source of radiation is calculated in terms of cosmological vacuum model. The cosmological gamma-ray bursts are taken as the sources of radiation. It is shown that the delay depends on the model of the Universe. We conclude that to know the fate of the Universe, measurement accuracy of the parameter Delta t/Delta E_{gamma} should be better than 10(-6) s/MeV.
