The paper examines the problem of fully determining the external gravitational field of the earth while precisely taking into account the constant part of the tidal effect of the moon and sun. It is shown that the preliminary and not entirely precise calculation of the mass generating the normal reference field and of other parameters of this reference field does not impose any constraints on the solution obtained.
